A Small UA Increase and a Scale Decision Need Different Evidence
Stable CPI and encouraging early ROAS can justify a capped increase. They do not yet prove the campaign can absorb a much larger budget.
A small increase in UA spend and a decision to scale a campaign should not use the same evidence bar.
Spend and CPI are readable quickly. Early ROAS follows. Retention, cohort quality and longer-window payback need cohorts to mature. In smaller markets or segments, they may also need enough volume before the signal means much.
At the first review, stable acquisition costs and encouraging early ROAS may be enough to keep the campaign running or increase spend within a cap. That increase buys the team more learning. It does not yet establish that the campaign can absorb a much larger budget, or that the next set of users will behave like the first.
The limited increase should remain labelled as a learning decision. Otherwise, by the next review, the team can start treating the additional spend as proof that the scale question has already been answered.
Three things to be clear on before changing the budget
- What the current data is good enough to decide.
- How much additional exposure we are willing to take while the slower signals mature.
- What evidence is required before the next increase.
The team does not need to wait for every cohort to mature before acting. It does need to keep the size of the decision within what the available evidence can support.
